They're in the Elemental Evil Player's Companion. Adventurer's League, however, is organized play and nothing that gives you a flying option at first level is legal, so no aarakocra (and one of the tiefling variants also gets swept up in that). You *can* play an aarakocra in AL play if you run all 19 AL modules AND the entire Storm King's Thunder hardcover. I'm working on it. =P

i hope that they add the aarakocra back as a "basic" playable race, their flight might be too useful at first glance but a good dm can always come up with a solution, not to mention that their natural flight gets "less OP" on late game. is there any playable bird on dnd?

Aarakocra are indeed a playable race so long as you're not in Adventurer's League organized play - if you're just playing with friends or in homebrew stuff or anything that's not AL, you're good to go! AL, however, involves a lot of consistency between modules and it's hard for a DM to deal with a low-level flying creature without prior planning, as you point out.
There's actually two bird races in D&D 5E - aarakocra and kenku. Kenku are playable in AL; they don't have flight, which is a big part of their race's background.
