The guy in the wheelchair is Rukario. Not even something like a disability is going to stop him from being furry. He even hosts a panel at the con addressing disability in the fandom.

I had taken several pictures of the roo during the con. Not one of them was a good enough quality for me to make out her (assuming due to a joey in the pouch) name on the badge.
