I've been sitting on this for some time, a sketch I started several weeks ago. Unfortunately either time or simply lack of a suitable outcome of the coloring kept me from posting. I thought I may as well just post the sketch now, and maybe pretty it up later for a full submission.
For discussion though, though it's never stated WHY Hot Stuff wears diapers (along with several other mythical denizens of his world), it's only stated on rare occasions that he HAS to wear them. That said if they're being worn for use the comic's art style rarely makes them appear thick enough to serve their intended purposes, often looking like a thin sheet that even conforms to the curvature of his rear. In that case I imagine leaks are a more than common occurance.

His diapers are even made of Asbestos so they're fireproof.
I read somewhere that they were going to make a Hot Stuff Movie, complete with diaper, but nothing has been heard of it, so it was probably cancelled.
Comics are home to lots of characters who wear diapers and probably don't need them. The Cub reporter from the "Animal Fair" comics is another one, though he may be an actual child. But if he is, why is he a reporter?
