They're from Pokémon Sun & Moon. The one on the left is a grunt from the new "Evil" team, Team Skull. The one on the right is from the Aether Foundation, an organization in the new games that say they vow to protect pokémon from people that want to hurt them. I haven't gotten far enough in the game to know their actual significance, though.
