Let´s see if I can give a good description of Eternal´s dimension:
It is a timeless sphere. Eternal has got a palace there and some other buildings like towers, temples and huge galleries, libraries and gardens, placed on floating islands of different sizes and shapes, floating above a sea of clouds. Fragments of destroyed temples and stones like metroids glide through the cool air. The sky isn´t blue, but in fact you can look into the blackness of the space with its countless stars. And in the distance, you can see the sun and the moon and the earth and some other planetes at the same time.
The climate on these floating islands is warm like in midsummernights, the gardens are filled with trees and flowers and a constant whisper of living magic can be heared. On one of those Islands, there is a huge mountain, where several fountains can be found, one of them is an island with a hot fountain on it, surrounded by huge willows. Eternal loves to sit there in the hot water and he can watch the different spheres from there.
His palace is filled with art and the libraries are filled with books of poetry, philosophy and histories, fairy tales and many more. Statues guard the entrances, formed as dragons elves, giants, animals, and many more.
On top of that, there is a constant music audible in the air, not laud, but enough to sense it. It is the music of creation itself, time and space and the flow of life.
Eternal usually is allone in this sphere, but he is not really lonely.
Everyone can find the entrances to his sphere, one must only accept Eternal´s magic to be a little different from others.

No matter how skilled and clever a thief you are, it's always a challenge to try and steal from a wizard in his own domain and no matter how many unfortunate situations he might end up in Eternal I imagine would have to be amongst the upper tier of archmages. That I think would especially be the case if his own dimensional plane is one of his own creation or even if he'd discovered the dimension already existing and set up home there, given how he'd probably have shaped things to his will.
It's nice seeing another of Eternal's costumes, a wizardly one though distinct from his usual robes and showing he's got good taste in clothing. It's also interesting in seeing another side to his magic, or at least possibly that he's a gardener as well with the sunflower that would appear to be quite happy with it's work and the little dandelion seed creatures, though I wonder if they're perhaps fairies of some sort. In any case it's quite impressive that he wasn't distracted by the thief's beauty and allowed himself to get talked into letting her go, though I suppose he'd want to make sure she learns her lesson just in case she tried stealing from a wizard that wasn't quite so merciful.
If Eternal did encounter Carmen Sandiego though, I think he'd probably have ended up tied up again amongst other things.

Well Eternal likes clothes that give him a comfortable feeling. He is less interested in fashion and style, but he put on clothes he likes any time and also fitting to his appearence^^.
Indeed the dendelion seeds are conjured Sylphies, a fairy folk from middle Europe (in fact there are different shapes of Sylphies in the world).
His dimension is purely made of magic, a parallel dimension of some sort. Everything can be shaped there, like it would be an artwork, a painting of some sort.
And you are right. An encounter with the real Carmen Sandiego would be Eternal in ropes again. Not that he would complain too much about that. If a pretty lady lays her hands on him, even though in terms of binding him, he would appreciate it. *cough*
