There is a psionic class in the Ultimate Psionics book for Pathfinder called the Aegis. The Aegis has this primary ability to mentally summon a suit of armour with their mind. One of the options for the kinds of armour one can summon, chosen at first level, is 'Juggernaut'. Kobolds, while frail of body, are not necessarily frail of mind.
