
D&D squeezing rules can only do so much. 3.5e Reduce Person spell only worked on humanoids, not dragons, either.
This was actually a problem more than a couple of times in the campaign he was from, but the dragon (me) wasn't the biggest offender. (pun intended) The druid was. To the point where the DM gave up and decided that all hallways anywhere needed to be able to fit 2x2 horses.

I've decided, instead of mourning the game, I'd take the character and do slapstick/slice of life images with him. Seems like a better thing to do, anyway.

For 3.5e? ( R )ules ( A )s ( W )ritten, Reduce Animal (Druid 2, Ranger 3) won't work because dragons are it's own type, and hence not 'animals', but you can maybe make a case for it with your DM. That would be demeaning (if funny) for the dragon though.
Polymorph (Sorceror/Wizard 4) will work RAW, but only for 1 min/level. Shapechange is a better solution at 10mins/level, but that's Sor/Wiz 9, and usually at that level you're ending the campaign, unless you plan to go into epic levels/encounters.
In Pathfinder and 4e, 5e, I am not as familiar, but many 3.5e spells have analogues in Pathfinder.

In either the Draconomicon or the Races of the Dragon book theres a feat that any dragon can take to let them have a humanoid alternate form 3/day lasts until you change back. Then theres a spell called Strength of the True Form that gives you the physical stats of your dragon form while in your Alternate Form.
In 3.5e D&D, only Bronze, Gold and Silver dragons have Alternate Form. (And only Gold and Silver get it when they're born. Bronze dragons have to be at least 16 years old before they get the ability. Don't ask, a lot of dragon D&D abilities are tied to how old the dragon is.)
Everyone else has to learn how or use polymorph (like the suggestions above).
Not quite sure about Pathfinder (I keep looking at Pathfinder's books and I learn a new thing each time, I'm not that deeply familiar with the system) but Taninim are a thing and polymorph still exists.
No clue if 4e or 5e do anything with it.
