The animated style of Don Bluth seems to focus around curved lines running opposite of straight lines, even if they are small and subtle. Observe the face on this character:

For generally every dramatically straight line such as on his bottom jaw there is a dramatic round line such as his eye. The more subtle the curve is such as down on his lower arm the more subtle the line that counters it but it's still there.
I'd say play around with this concept some more. We studied this style rather intense like in my animation classes where I learned about these things. After I was told I started looking at amany animation still frames and realized it's EVERYWHERE in the animation world.

If you wanted and ONLY if you wanted I would be happy to place in some red-lines on this piece to give you an idea where it could have helped.
Otherwise - you nailed the eyes and almost almost had the lower jaw perfect on both images.

Sweet, I'll get to it when God help me I have 2 brain cells to run together. Right now I doubt I could red line. =P
Meanwhile, it's only hard to be consistent when you have to figure the consistencies out on your own. Like baking bread - lord help me I would never figure that out looking at a piece of bread. What makes it what it is? I have no idea but I bet I could figure out by myself with only a thousand horrible kitchen mishaps and YYYEEAARS later but it's easier to have a recipe. A recipe makes it easier, from there it's just a little practice and getting the feel.
