A lonely goat is a miserable goat, so you always want more than one. I'd recommend at least 3, just in case you lose one the survivors won't be alone. They will bond with other ruminants, like sheep or horses.
They can make interesting and fun pets, BUT they need plenty of room to graze, they need a good shelter, and they need things to climb and play on. They also can smell pretty strongly (especially unmodified males), so your neighbors might not appreciate them. Most towns classify even pygmy goats as livestock and prohibit them in residential zones. They poo everywhere and I spend a lot of time every day just sweeping up. In the winter time when the grass doesn't grow, they have to be provided with fresh hay daily, and always plenty of clean water & a mineral block.
Unless you live in farm country, with plenty of land and no neighbors, and you've got at least an hour per day to spend taking care of them and the money to pay for hay, supplements and medical care, I wouldn't recommend goats as pets.
