Whilst they're not technically related, Star met Tim at a AB/DL munch and they hit it off so well that they kinda adopted one another as sister/brother. Tim plays a bit older than Star so he entertains the younger kit. So when Star wants to use Tims tail as a scarf, it would be poor show of a big brother to say no, he wouldn't want to make her cry after all.
