Japan see's a subservient Asia. China has been split in pieces by warlords, the Philippines are merely a US naval base, almost all the nations that once were allies or enemies are now simply colonies for the Western powers. It's people look in shame at such a disgraceful state...and push for the Government to bring them harmony and prosperity. But how will it be accomplished? The Oil that drives the engines of conquest is not native to Japanese lands, not in the quantity that is needed to bring greater prosperity to Asia and the Pacific.
The Soviet Union seems to have a great amount of Oil...and with a War brewing in Europe, it would be unfortunate for it start and have the Russians fighting on two fronts that stretch the length of a continent.
Germany has invited Japan to sign a Pact with it: to prevent the spread of the poison that is Communism. To have an Alliance would be most welcome in the future...
