Meet the Saturn-class Planetary Armed Monitor station. It is designed to monitor planetary traffic and defend against orbital hazards.
The ring is actually part of a giant coil/rail gun, fueled by the spherical reactor on the bottom. Anything that gets too close and presents a threat gets a mass-driven tungsten warhead to the face. Small point-defense turrets provide protection from boarding party craft.
