No, they don't. That's only for Lucario in Smash Bros. In the actual pokémon games, the only way Lucario gets stronger is with the Justified ability. And that only activates when Lucario gets hit by a dark-type damaging move.
Only problem is, Flareon is a Fire type, and Lucario is part Metal type, so the Lucario might be KOed before it can even return the blow.
