The only time I've seen this was in one character guide's inaccurate depiction of Veers. He didn't wear a jumpsuit he just wore armor over his regular uniform. Still, I guess some AT-AT commanders did dress this way in comics and such, and it is more or less what the AT-ST drivers in Return of the Jedi wear, minus the chest armor.
