Very good clean style with this and I'd agree with Veldismalo about it having a Sin City vibe to it. This version of Rocksteady looks like he'd be a formidable threat, which he can be through sheer strength and toughness in some incarnations but your take on him, looks like he's definitely got some cunning and exceptional determination so certainly a foe to be respected.

thanks very much for the compliment *bows*
maybe this is because in my imagined fanfictions, the enemies of the turtles were rather serious than they had been in the 87 show. In that cartoon, Bebop and Rocksteady were more the funny sidekicks and likeable although they were villains.
I was willing them to get their asses kicked, but on the other hand I somehow had mercy with them.
In my stories the two had been more serious with some tragic backgrounds too and of course formidable fighters, where Rocksteady had an outstanding stamina and strength, while Bebop was rather the more agile and strong fighter
