Turns out the little blue devil WAS the birthday boy himself, and that red wine had some pretty potent magic infused into it!

LOL I know. Just joking. Apparently a large part of Kobold instinct is to seek out a dragon to protect them and their tribe/clan. In exchange, they serve the dragon and give it offerings and the like. At least, I believe that's how the lore goes. You'd probably just see about strangling the little trickster, am I right?
