This is the Imperial Combat Driver and/or Pilot from " Star Wars, Rebels ". He's also called the ... uhh... * reads * AT-DP Driver... and/or Pilot. I found one with a speeder bike hidden behind a Christmas tree at Kroger today so I was all " I'll draw him! Yeah! I'll draw him! " Then I fell asleep with dreams of sugar-stormtroopers dancing in my head.

Well, the original figure was. But considering there were more than one of them, I'm unsure how they can all be commanders. Last I checked, they're either Navy Troopers or Death Star Troopers now, depending on where they're stationed (i.e. only the ones on the Death Star(s) are called Death Star Troopers).
