This one was easy. Normally I don't care for a legendary because they're mostly a plot coupon that only shows at the end of the game but nebby is different. Nebbie is a friend who is with you the entire game so the fact that he has significantly more character than other plot coupons like palkia or groudon, that skyrocketed him to to the top.
