If you don't have a decent concept for a new bad guy, give another chance to the last one! These characters can be surprisingly resourceful when it comes to surviving their own destruction at the end of the previous movie. Turning out to be some hideous mechanical beast underneath living flesh (Yeah, I know...) is a good way to do that. Especially if the final scene involved falling into a furncace, like in this case.
