well i don't want him to be running around in a city meowing like a cat to scare ppl and he doesn't have 14 ft unwashed hair so I can't have him popping out of roofs and following mothers around..... but J-horror flik joking aside, he tends to linger on the edges and outskirts of towns so he can call children away from thier parents easier.
Well if you were to take a look at the maps for the game then you'd notice that like in the poket monster world forests come right up to the edge of town... the towns'folk should do something about that >shrug< but either way it makes sense that he could be floating around in a forest but then Michael Jackson off with the lonliest kids...
There are many types of background you can use. There is one I had in mind, like what 
demonwerewolf110 said town or city, but just one house in ruins and vines, with a decading and broken sign with "Orphanage" barely writen on it. Almost like a hunted house. But a forest will also do by giving a sad story behind it.
