In-character, I don't have that many explanations. Out of character, I suppose there are some.

Clothing in the furry fandom has always been a bit odd, though. Stockings and such would never work properly with fur and even something as simple as pants really becomes a problem when you take the dozens of tail-types into account. Usually it's easy to hide such discrepancies through use of camera-angles, but with taurs that doesn't really work. So I imagine that many artists forgo the designing-clothes-for-a-taur part and instead just make them bottomless.

When we see people arguing about how to place the tailhole on someone ass and same for vagina hole so about taur clothes it should be the same prob

In the Manga "Monster Masume" the Lamia and Centaurs wear clothes and approach these subjects, but in the furry fandom, it is still rare to see. :3

My best explanation is that tends to be the society norm. Much like it would be silly to put on a dress on your animal horse or slacks on your pet dog or mittens on your cat. Well... Maybe you can get away with mittens. In any case. I don't think taurs cover up their bottom half because it is nothing you wouldn't see on an animal counterpart. Thus... Such as in the case of children. They aren't going to see anything they wouldn't see anyways. Assuming you let them be around pets or take them to zoos. I imagine taurs tend to be a bit more discreet as well.

Of course these are just theories but im pratically sure that if u are behind a taur u will se what is under his/ her tail easily .... In plus whatever the tail is from a specy in particular ....

Well.... Clothing is possible but it likely wouldn't be like human clothing. Taurs would wear something that wouldn't restrict their movement. Wearing clothes would be similar to the torture women had to go through during the Victorian Era with a corsett, bustle, and ten layers of clothes. Pretty but painful. I imagine clothes for taurs would likely be something like Lionel's harness:

And no its even more easier to see these parts for them and in quadrupede if they dont low their tail we will see their anus too.

Justifiably or not, dudes can go around topless most anywhere yet women don't, so why wouldn't a similar societal expectation arise in a world with taurs in it?

I've seen a lot of centauresses wearing dresses or sort of "skirts" that cover their horse half. This seems more common among anime artists. Monster Musume is the furst thing that comes to mind.

Well, as most people said, it's hard to figure out how to do it right. But check out ECMajor on here, they have a thing with lingerie and have figured out how to put it on most existing anthro body types, including taurs -- and airplanes!

Another explanation is from John Varley's Gaea trilogy which is full of taurs with both male and female parts at the hindquarters, and either male or female at the front. For them a hindquarter fuck is about as serious as a hug, it's the front parts that are intimate (and where children are conceived).

Varley's centaurs are more like chakats, yes, but chakats don't have front organs I think -- and Varley's centaurs are gendered by their front organs.

There must be hundreds of variations possible for how taur-like creatures are equipped and gendered and what it means culturally.

To add to the pants discussion thing that really gets me is he lack of pockets usually best science fiction so you can probably get away with it but more modern stuff... its teally iffy hell if it's a dress shirt then probably doesn't even have real pockets so how she's carrying all her tips

If you look closely you'll see a pocket in the right side of her vest. The uniform is actually designed to carry tips. I have some girl scout taurs and they use fanny packs as a belt and pouch.
