That stands for Double Penetrating Unkempt Harold, which is the Double Penetrating (twice the pellets for double ammo cost per shot) prefix for the Unkempt Harold

Ye, it's the strongest pistol in the game, so powerful that it's ACTUALLY useful even 10 levels after getting it!

Which is a pretty strong statement given how crappy weapon levels hold up in Borderlands 2 onwards. Even getting 5 levels out of a gun is impressive. 10 is practically unheard of.

Tbh, the kitten is also useful for quite a while because of the pellet amount. My lv current mechromancer I'm leveling had a lv 42 one and she kept using until lv 50 where I boosted myself a fire interfacer

Regarding the overpower levels, it's useful for 3 or 5 levels

Yeah, I'm staying out of the OP levels until I get reasonable gear for it, since the only thing that I have high enough for it is my Explosive Krieg, and really not doing well there. Kind of having to exploit the Flakker/Torgue Launcher glitch for miniboss enemies at the moment.

That's the thing, you need to farm every 2-3 op levels unless you're salvador. then you can do it every 4-5 and you should be fine to unlocking 8
