One of my most favorite concepts is to have stores dedicated to just selling poofy diaps of all kinds. @w@ Been a while since I did a pony/starling pic, so I incorporated that here!
My interpretation is this is an alternate universe where everyone's diapered, possibly some fashion trend gone wild. :P The store owner is named Patty! (Sometimes spelled as Paddy, as in "padding") She's Starling's go-to-mare for all his diapered goodies c:

I remember an interview with the show's creator Lauren Faust that in universe there wasn't any dedicated toileting areas (or at least that was true for the first few seasons). I think if that were the case I wouldn't doubt that diapers could really be a thing for those who didn't care to leave their... leavings... in more public areas.
