they're just absolutely bog standard plastic bowl eyes. Cut a bowl section, dremel out a pupil, spray it white, paint the iris, varnish, add black mesh for the pupil, add life dot, add a felt lid/brow. then I just trim the fur under where it will be places and glue over the eye hole.
yup, Tesco is where I get mine, or poundstretcher. They're BIG bowls, maybe 30-40 cm across, and they are not white, they are frosted-clear, so you have to spray the eyes white after cutting them out. Cost a couple of quid each and should do 3-5 pairs of eyes.
you CAN cut with scissors, but they're very brittle and prone to cracking, I usually dremel out the rough shape then trim the edges (if you are shaving off small slivers it's less likely to crack. I dremel the hole too.
