Got his hairdo (featherdo?) not quite right this time, same goes for the beak and the second eye-pair, but started to design the uniform.

Neophron have the habit of dyeing their elbow-feathers in their respective military rank (higher ranks even dye the feathers on their head), that's why there are holes. This is some kind of "between missions" uniform, or a uniform for not-direct-combatants, as their battle-clothing would have more plating.

Arcus himself is a grunt, so he's definitive between missions.
