Yes, the leptards with the high cut hips are usually called French cut. A regular cut comes down much lower.
I wear them because it looks like you have on a great fitting shirt (when wearing high waisted pants). In a place like New Orleans (during Southern Decadence) of Key West (during Halloween week) you can wear them with "Daisy Duke pants" (like this photo) and show a bit of skin.

I didn't realize french cut was the official term for it.
I definitely prefer bodysuits and underwear with such a cut, always felt more comfortable, especially when coupled with very low waist shorts, such as daisy dukes you mentioned.
It's a good way to show skin, which I strongly prefer since it feels more like me, more natural, but sometimes I wanna show skin without getting too much of a naked feeling, so to speak, and that's when these french cut clothes works wonders. It's a shame they are extremely hard to find for someone like me
