Depends, while he's a normal ghost he's invisible to anyone without latent psychic powers. If you got him then, you could fulfil his obsession and send him on to the afterlife. Once he becomes a wraith, however, he'll be visible to everyone under certain circumstances, and he will be driven to cause people to die the same way he did, by grabbing their hands with his own monstrous ones and dragging them onto the train tracks where he died
