Naye, Zepto is a Copper dragon, with his wings magically removed (it's hard to live in the tight confines of a ship when your wings boop into everything). His blue colour is a curse he picked up from a wizard.
Zep might jokingly refer to himself as a kobold, or actually take on a smaller koboldish form through some magical means, for the 'lulz' of it.
