I really like how you used all of the blue here! The red on the horizon, though, while breaking the blue theme, also breaks monotony.
His mane, ear, eyes, head-shape, and the scales on his back and belly are all handsome. The starry pattern not only looks natural in itself but is an excellent match with the background.
