Well now dear Lord.. this has to be.. the single most intense stare I think I've really ever seen on this site.
And it's not...well...mean or an upset face there. As I look at it, this tends to look like something of a pouty face actually. It's the cheeks mind you. Definitely...the cheeks. As you happen to have that red blush going about them, it's like this face is fuming with a childish tantrum. Mind you: I say 'childish' due to the eyes. They're too large to be furiously angry. So it's easier to interpret it as "I'm staring at you until I get my way. And you know I should."

It's due to the upturned lip [Which would suggest lightly growling in this] that makes it charming to me, that it does. Specifically because due to the range of the picture [i.e- If this was a photograph, the camera would be more or less one whole foot from touching the nose] It's like this could be used as an argument, opening statement, supporting evidence and closer. [You've successfully drawn a face that even I don't think I could argue with.]
And that..entertains me. Thus I will honestly tell you that this...come out rather well oh Tartii chan~
