Bao is a little Feebas kid who's the nephew of Medley the Milotic, the one who makes sure the water in the area remains unpolluted and fit to use. He's not very strong (or pretty), but he makes up for it with his impressive speed and debilitating moves such as Toxic, Confuse Ray, and Hypnosis. His speech suffers due to a head injury, so many (excluding his family) can't understand him.
