Ms. Eaton may be lacking compared to others from the P.E.T.S. program, though, as you can see by her Academy scores, this is not saying much. Eaton more than makes up for it with enthusiasm and a desire to succeed. We will address concerns relating to her capacity as an officer, but if Eaton quits citing an inability to tolerate her superiors, a full department performance review may be in order.

We have been hearing rumors that Ms. Eaton was only approved for early graduation as a publicity stunt; to remind the citizens of Zootopia that a formerly designated prey species was found imprisoned among predators. This is not true. Eaton earned exceptional praise at Academy and has expressed the most interest in forgiving the ZPD and moving on.

As a reminder, Ms. Eaton had no occupation prior to her imprisonment in the kennels, not even as a student, nor was she able to name any previous address of residence. What the Mayor interprets as an eagerness to perform and willingness to forgive may instead be a great deal of desperation from a mammal for whom her abduction may have been a great blessing as she would otherwise have been uneducated and homeless.

If Eaton's current assignment does not work out, I recommend having her replace Deputy Zero as decoy meter maid (who I must assume will be reassigned after the events of yesterday). She's almost as much of a celebrity as he is, and her perfect sharpshooting score is unquestionably owed to her sloth-like patience. I am thoroughly convinced that distracting or annoying her is all but impossible.
