Sorry for the double post, but....
The names in Japan are mixed up.
America..........Japan
M.Bison..........Vega
Balrog............M.Bison
Vega..............Balrog
Japan created Balrog to be named M.Bison because they modeled him after Mike Tyson.
Capcom of America, though, to avoid a lawsuit, had these three names switched around.
That, and they thought "Vega" was a weak name for a final boss.
tl;dr - M.Bison does not have to be a bison.
