Well, she's not going very far without any way of reaching the locks on her upper back, inserting the key, and turning it, now is she? And who knows how many buckles need to be undone even after those locks have been removed? And there might even be some extra hurdles thrown in just for fun, like, say... duct tape over the keyholes, perhaps?
So, that key's mostly just there to occupy her time and mess with her head. There's not much she could do with it even if she could grab it somehow.

Well, as long as she's playing with that key she's not trying to find other ways to escape, right? It keeps her busy so she isn't thinking about anything else, like questioning why she's there or forming an escape plan. It could also be part of her treatment, but it's more likely just a clever trick to keep her occupied and easier to contain.
Besides, if they lose their copy of the key, she's got a spare right there.
