Dunno about the movie, but she reminds me of Happy from the "Nessies", a sugar-like animated series of the 90´s (many Nessies, everyone with it´s special skill/talent, a bit like "My Little Pony" or "Care Bears")!

I remember that show! I think it was called "Happy Ness" in my area, and all the characters had pun names.

Here in Germany, it´s called "Nessies", like I wrote it. It´s one of the shows I LOOOOVE, and it´s a pity that it didn´t run in years, for there are many good songs, and the story and the characters ain´t too bad either...
