A friend of mine ah found in a facebook group, a drive portuges they were sharing to install the program Paint tool SAI 2.
It turns out it's beta, so you can not get the textures.
If you has any information that you can get the SAI 2 in English, paying it or not. Let me know please.

If I understand request correctly - best way to find newest builds of SAI 2 on English is that page on developers website.

http://www.systemax.jp/en/sai/devdept.html Right now it is free (and in beta), however you have to have Sai 1 (as in, you have to have bought it and have a licence certificate installed) to have the unrestricted version of Sai 2.

I've always used Paint Tool Sai and it worked perfectly with my XP-Pen Artist Pro 16tp ( https://www.xp-pen.com/product/927.html ) display drawing tablet.
You canNOT beat the file size, and the lightweight aspect of this program. You really can't.
Plus the stabilizers are freaking awesome. Lining is a breeze in Sai.

I find that the wacom intuos tablets work great with sai, my personal favorite (although on the pricey side) is the wacom cintiq 16.
