This is a pretty rare thing to see nowadays, this fire hydrant is from the 50s-60s and still has what I suppose is the insignia of the professional fire fighters as the French Navy had a seaplane air base near of this place.

Yes, it's, in fact, in France fire hydrant are protected, the upper part can opened to permit the access to the sluice gate, as you can see on this photo.
