In my opinion, similar appearance to humans isn't too odd. What's always weirded me out is that there's this part of my brain that says "yeah, that's not actually a dress, it's part of her body. Those are just huge flaps of loose skin."
So I just try not to think about it and accept the design as it is.

That question you bring up reminds me that my co-workers and I once talked about the origin of humans in Pokemon. One theory we talked about was that humans were once Pokemon. And if our ancestors got 'busy' with Gardevoir's ancestors then it might help explain why they resemble humans. Might also help explain the characteristics of other Pokemon but it was just a theory we had discussed and have no clear evidence.

Food reasons, probably. They feed off of human emotion so they adapted to look human-like, that way humans would keep them around and form delicious emotional bonds with them. They aren't even in the humanshape/humanoid egg group, they are amorphous; the same as blob monsters and ghosts. The human like body is just a lure.
