These are Burst and Sammy's mothers, Polly Fayze and Galadriel Wise. Living right next to each other with sons who are as closely-knit as brothers, these two have become very good friends over the years.
By the way, this is just before Galadriel starts giggling uncontrollably and then they go off to talk about stocks and other boring grown-up things. :P

...It's actually pretty amazing how Burst's mother happens to look. Due to how cheerful her personality is at her apparent age. [Which is "as I see by the custom tag "old." That's a good one. x) ]
Its how she looks...more like a motherly lion...of the upbeat playful variety. And I can respect that. As she...wouldn't look too much like a pokemon if not for the stars in her ears to identify her as a Luxray. [Otherwise, you'd just be doing regular lion anthro art. Which...I'd still also respect.]
And Sammy's mother.....
Yes. That is unmistakably Sammy's mother. [As she looks so calm. So motherly. So....SANE.] It's also pretty obvious who he takes after too as.. yo, dead ringer. [You know how when you go around relative and aunts and uncles go "He looks just like his mother. Has her eyes/nose/hair/etc." This picture would be proof of that.]
And yes. Galadriel does look like she's calmly scolding Burst's mother. And yet in that "...Now you know we've been through this before." Sort of way. And that is charming.
