I forgot to mention Max is GIANT. Have you seen leopard seals they are huge but Storms an orca so he looks pretty small next to him.

Yep Storm is hired by Max's boss because he's been branded as a hero and will be called that forever no matter
how many times the protection company releases Proof that he is just part of the evacuation team. Everyone thinks
he's a good Leopard seal, because lets be honest, he basically gives away free food to the poor of the city.
This impacts the appreciation of other actually skilled leopard seals in the protection service.

So the protection Service decides to kill two birds with one stone.
Send the deadly assassin that they just captured to protect him, with a monitoring device of course ... and pay him better then the fake hero. He kept escaping the Service's center but this is keeping him pretty happy. He still takes jobs on the side for extra money but only hits for the Service. He likes being able to be in a simulated free area that is fairly cold, He also 'secretly' (obviously) enjoys taking care of this tiny (giant, but tiny to the orca) Cinnamon roll who spends all his money on others.

(Also yes fuck it I stole the nickname that a certain marvel character uses on a very annoyed spider hero. It's cute and I wanted to steal it.) (I don't want to say the names of the characters as it might make this show up in the tags for the characters and that'd be rude.)
