I was going to color this at first, but I thought the sketch as is makes it more effective.

Why is she upset? I don't know. People can make guesses. I'll just say I was watching Sailor Moon R (Japanese) Ep 61.

Side note - Yeah, I kinda did have a thought of NiNi at TMNT-U taking up the Sailor Terrapin role except without the magical girl powers and such - she just has the outfit she changes into manually. ^^;
