Geekish reason: To represent divine punishment as delivered by the deity of Silent Hill, in the same way James' Pyramid head was brought between his feelings of guilt, and the red helmeted executioners in the past, it was simply the will of the town.
Konami's reason: Probably because he's got such a big fanbase, they don't need an excuse to re use designs.
