I found this picture sort of by accident via stray image search. I just saw Shin Godzilla a couple days ago and recognized this as an 'early form' of Godzilla.
I thought the movie itself was rather weird, focusing a lot on the political difficulties in mounting a successful plan to defeat Godzilla.

Officially named Kamata-kun. That's the official name given as the director mentioned at G-fest this summer. Shinji Higuchi was there. Each form has a name. Kamata for this form, Shinagawa-kun for the next form. The final form is Gojira aka Kami no Keshin.
