Maxis Enterprises is a business operating in Empire City that supplies technology worldwide. Despite its intentions, it is actually a cover for the Eggman Empire's operations in the city, and commits industrial espionage amongst over illegal corporate strategies, and subjects some of its employees, notably those that work in the mysterious higher floors of Maxis Tower (floor 60 and above), to mechanical mind control, or, in rare cases, a Roboticiser, to ensure that they will always work for the company. Maxis Enterprises are known for analysing and reverse engineering the technology of the Nocturnus Clan.

The top six floors of Maxis Tower are completely shrouded in mystery, as they have been come to be known as the "Golden Floors", due to the outside of the building's top floors being made of solid gold. It is known, however, that the highest floor, Floor 191, is the office of the company's CEO and Chairwoman, Karen Maxis, and that the 185th floor is where the meeting with the Board of Directors is held.

The company's largest rivals are Breeze Media.
