So as you know, Laura works for Nisha in her research and development sector, working on the latest scientific breakthroughs. But before that she was working on the device that would secure her the future at Nisha's company that she desired. What you see in the image is a test of the inter-dimensional exploration device. The name needs work, but it successfully managed to rip one city out of its previous dimension and into her own. Of course the problem was that she didn't account for the size of the city when it reached her dimension.
So that's how you end up with a regular five foot tall otter and a city that's no bigger than her toes, and no wider than the webbing between them. She'll send it back in one piece of course, assuming she doesn't lose sight of the city once she stands back up.
