Very nicely done! I love the way you handled the background such that it didn't require straight-measure accuracy for perspective. (i.e. I think your toony-style is paying off)
One thing I might recommend is apply a bit of color theory to the piece, and perhaps save the vivid colors for the foreground of the piece; making the background be slightly faded to the sky as it grows more distant.

As for your points of improvement you are very correct vary valid point.
With more active colors in both the foreground and background, It makes a bit of a roller coaster for
the eyes; Which isn't my intention at all lolz ◠‿◠) Like you said, I need to incorporate for subtle colors
in that background to prevent this from happening. Or the ladder which is to (like you said)
to add a bit of a haze to really say that's in the back ground ya know? ╹‿╹)
