Are you sure "repeal" is the correct word?
Barriers usually "repel" something.

repeal and repel derived from same anglo-french verb, repeler (from negating re- and appeler), that is recall, annul, negate, rescind. In middle english there was only "repeal" that had both meaning . May be part of joke is in using that form :p
