WRAITH is one of the most widespread villainous groups in Happenstance.
World Reorganization Agency of Integrity, Truth, and Honor.

They're a centuries old secret society that, during the late 1800s, switched from passively keeping the world in check to actively trying to control it via elegant design. As such, they've corrupted and infiltrated most any political, military, or charity organization that promotes a centralized government (simple mechanic, get more power to fewer people, then become one of those people and abuse said power).

Their most notable attempt at this (and the time they came closest) was the Gods Project. Shortly after WWI, when all the politicians were worried about political connections and setting up their spy networks, WRAITH had some of their political assets push for this project. The basic idea was to rediscover the process by which the demigods of old were created (like Hercules, Thor, etc). Then all the nations would supply their champions, which would work for the UN, which would be directed by a council controlled by WRAITH (elegant simple design). The scientists who worked on this, began to suspect something was up and intentionally obfuscated their findings to outsiders. Fortunately (oddly enough) this process also amplifies the worst in people, and Germany's champion turned into a villainous bad egg, thus shutting down the entire project. At that point WRAITH embedded themselves into the Third Reich, and have been jumping from regime to regime ever since.

K, so that's history lesson out of the way.

Director Hardy is one of the current leaders of WRAITH. More often than not he serves as a "face."
He's the type of person to open all of his addresses with a loud and grating "GENTLEMEN!!!"
