What's hard for people to understand, though, is that they're good guys.
They gain and derive powers from good acts and emotions, so being good IS their first nature. This also means they tend to look and plan ahead, have a very individualistic society (they rely on citizens to care for each other), and they don't exert their will on Earth because that would be dominion.

The fact that people actually debate "why do bad things happen to good people" (or vice versa) as if there's a direct correlation, or there's a reason to be good beyond BEING GOOD ... is why people just don't understand how Angels care the good guys.

Any rate, down the line I'll re-polish this and post some concepts.
