It took me a while, but I finally hashed out the design for the leader of SOMBRA (Shadow Operations Military Bureau for Recon and Assault). They're non-national anti-terror cell that takes out major threats when needed (as well as tackling the threats that the good guys can't LEGALLY take care of).

This would be their director: Admiral Graves.
... yes, he's undead.
He woke up during World War 2 in a farmer's field in Spain; scared the heck out of the Axis grunts who initally found him before killing them. After he regained his bearings he was found by some American boys. Having no memory of his past, and knowing that civilian life wasn't possible, he stayed in the military and eventually formed SOMBRA.

While he's generally dedicated and fair, the topics he deals with don't allow for much moral rigidity.

I'll give him a proper portrait down the line.
